I'm pretty sure the 20 sv_fps is how often the server calculates a snapshot and sends info to client.  The FPS of the client is a different story where higher fps makes gameplay smoother.  Whether there is any benefit of higher than 125 fps, who knows.

I think that jumping is no longer dependent on frame rate since they changed the physics.
