Do any of these config settings enable/disable the screen shake effect when a HE grenade goes off near you?
I'm horrible enough at sniping without the added degree of difficulty lol.

Yes the ground shakes when a nade lands nearby, temporarily subduing noob snipers who are caught off guard. Otherwise it shouldn't affect you at all. I suggest you join an empty server with a friend and take turns throwing nades in each others general direction while trying to shoot.

Yes, I get that it shakes to make it difficult to aim. That doesn't mean it's impossible to disable it so I didn't want to assume I just overlooked the setting.
For all I know it could be something along the lines of bob or pitch settings that people set to 0 to stablilize their screen (although not sure you can disable those in urt, haven't tried yet).
If no such setting exists that's all well and good, just figured I'd doublecheck to ensure I hadn't missed it.
