I've heard 'runt' used to describe frames (which is what packets are wrapped in to travel from one device directly to another eg. PC to switch, switch to router). Both packets and frames have a header which will be a minimum length, if it is below minimum length it is rubbish or a 'runt frame' and is discarded by whatever device receives it. Receiving a lot of them would indicate you have a malfunctioning device on your network. Someone who knows the engine will be able to inform you if this is the case, but in the meantime I would try turning your switch/router/computer off and on and see if a reset fixes it.
