No, i see a lot servers in 4.2 too, but they are all empty... When i launched 4.1 (just after quitting 4.2 with no players, so it wasn't because time of day Frankie) there were plenty of servers with players. So, why everyone still play 4.1 instead of 4.2?

Historically speaking player and server migration has always taken time, a few months from what I understand, and a larger percentage of players and servers on 4.1 don't even know that there is an update available. Based on the maths the current migration is right on the numbers.

Most will probaly switch when the new leagues are going to be played on 4.2.

Are you sure it's not a server crash, I think most of us have scripts set to autorestart instantly whenever the server dies. Mine tends to crash and come back up in seconds.
