A real incognito would behave similarly, but connecting clients, or those jumping into spectator would still remain uninformed, as well as any commands that reveal players.
The startserverdemo & stopserverdemo are very handy tools for administrators, but being able to invisibly spec other players is quite handy in catching cheaters at the moment. Good cheaters tend to behave when they know they're being watched.
