Hello there players of Urban Terror,
We have recently noticed that you have asked for a section to be made on the ESL.
Your voices have been listened to and we would be more than happy to do a trial with your co-operation.
Initially, there will be this Test Cup which is going to be based off player feedback which will include planning of the rules.

Game Modes: Capture the Flag, Team Survivor
Maps: CTF: Abbey, Algiers, Beijing_b3, Kingpin, Orbital_sl, Paris_v2, Tohunga_b8, Turnpike TS: Abbey, Algiers, Austria, Beijing_b3, Casa, Facade_b5, Kingdom_rc6, Orbital_sl, Prague, Sanc, Tohunga_b8, Turnpike
Weapons: All except tac goggles
Team size (1on1, 2on2, 3on3, 4on4, 5on5, etc): 5o5
Does every clan have their own server: No but a lot do.
Restrictions (rules): About the same as Urban Zone and/or Clanbase should do

Restrictions (rules)?: demos and screenshots mandatory

very overall, still needs map segregation for every mode and some minor rules, perhaps someone more authoritative can add those things.

Azle's and szejdi's posts are pretty much getting to the heart of it. If you wanna run a test cup, I suggest you to start with TS (Team Survivor), since it's the most played gametype at this time.

So this is basically what your test cup should look like:
Game Modes?: Team Survivor
Maps?: Abbey,Austria,Casa,Facade_b5,Kingdom_rc6,Mandolin,Orbital_sl,Prague,Sanctuary,Turnpike,Tohunga_b8,Uptown (all with ut4_* prefix)
Weapons?: All
Team size (1on1, 2on2, 3on3, 4on4, 5on5, etc)?: 5on5
Does every clan have their own server?: Most do, there's also organisations providing the option to lend servers for cws or pcws
Restrictions (rules)?: you can check Urban Zone rules to get an idea -> http://urban-zone.or...ent=46&screen=3
ClanBase is at the moment down, I could send you the rulebook, if you wanna have a look, though.

As mentioned in previous posts, CTF, BOMB and 2on2 TS also get played, just a bit less than 5on5 TS.

Restrictions (rules)?: Xesya ready to send you the most competent rulebook.

Mike, if for you don't difficult - you could answer for this no less important question. Because Urban Terror is cross-platform game and have Anti-Cheat built-in.
