I can help translate it in es and br.
I was thinking, not is hard make a menu with your language, only need know how to make a file .pk3 with it edited.
The only than never will go to change is the message or audios of the radio.
Idk if many guys remember the menu of the clan [1up] for connect more fast in their server. You can create a menu like that or edit the existing menu. Only need know a little of code :v

My guess is, if ID gave you permission to make the game stand-alone,
they might be willing to grant you the right to translate the game.

What gives people wishes to translate game or browser(s) for example?
Internet = english. period.
There is nothing to translate.
Players who can't understand basic english have no place in front of a computer.
Asking help for non-english program/OS have mostly very limited answers/support.
