Cutting down of servers and making, so you register for a slot, wont help it. It'll ofc get rid of all unplayed servers, but still servers will only be able to have X amount of slots, before it can't run more, and the more players online, the more other players gets interested and it'll still leave other servers empty 24/7, because players prefer some servers.
I don't see the problem, because people who hosts servers on bad hardware, wont get that many players. Players will leave because of the lag etc. So players will sort out the good and the bad ones and then it's the server owners choice to waste money on the server(s).
Alternative you could make it so FS has to approve you to create servers, so when you open your server for the first time, you'll have to go to a link and login, and if you don't have permission it fails and the server wont connect to masterlist.
Though the current system is controlled by the owner itself. He/she stops the server, when he wants, or keep it up, and if noone online, he's/she's just paying for nothing.
