hey ..i dont understand i jst started laging thiz days...
my game was running smooth even at 300 ping ..bt i started freezing for 1 to 5 seconds...
my pc configuration
System:
Microsoft windows xp professional verion 2002 service pack 2
computer inter® Pentium® Duel CPU
E2200 @2.20GhZ
2.20GHz,3.21 GB of RAM
InteL Graphic Media Accelerator Device 3600

also, if you got a 300 ping already i would guess that the problem is more located in your connection than your hardware. this would make sense, since you stated that it 'started' lagging, which means that it hasn't done so before.

this things page on the intel website specifically stats that it support UT2004..... which is 10 years old....
So i guess its no good choice for gaming.
BUT: this doesn't mean that it cant run UrT. Hell, UrT runs on nearly every device.
Just make sure you dont set the graphic settings too high (there are some topics on this forums about low settings.)
Hope i could give some hints.

...lag has been reduced to some extent... 
i also make sure tht my connection is fine coz i have jst formated my system..
