UDK processor?

These are the recommended specifications by Epic if you want to work with Unreal Engine 4. https://docs.unreale...ions/index.html
I don't know about the minimum requirements but you're probably better off asking on the UE4 Answerhub or Forum. There's only a handful of guys here working with the new engine.
Btw:
UDK = Unreal Engine 3
UE4 = Unreal Engine 4

Wel you have to do it for UE4 if you want to map for HD!
If you're a student, give a look at https://education.github.com/pack you can have the UE4 tools for free.

When the UrT HD starts, this be replace the 4.2? Or will go be like the old UrT HD with only one version?

No, you need a 3D modeling application for that like 3ds max, maya or blender. UE4 is a tool to assemble models, textures, sounds, game entities, etc into a map.
