Well more than anything making environments to play in is a huge time consumer for such a small team such as ours so to say this or that "will" happen is not very realistic until it happens.
With hands on with Unreal4 for a while now the other better option would be to put map development back into the hands of 3rd party interests and look into ways of making the process of map development a project on to it's own equal to the number of individuals it takes to make the base game mechanics.
Since Turnpike has been more or less put into creative commons by the original map maker it seems as a "project" it makes more sense to put it back into the 3rd party map pool as it was prior to such maps being part of the main download package.
The truth of the matter is including 3rd party maps as part of the package was decided in part that 4.2 was "planned" as the final release of the Urban Terror title with future development in shut down mode so if that was not the case then UrT 4.2 today would only contain a few maps as possible with additional maps available by auto download.
In general the better solution for FS would be is putting the work load of making Turnpike HD back into the community co-op and FS focus on making the game actual.
