Level streaming can be used to optimize large scale environments but can also be used to make your editing experience more enjoyable. If you know 3ds Max's x-referencing feature level streaming can be used in the same manner where more than one person can work on the same environment at the same time.

We are using SVN which for an Internet based project works well as to the need to support both code and content.
Until something better comes along we are using two separate depots. Number one can only be added to by permission so we can keep control over what is added and number two is for content sharing in general as to the development of shared components like maps.
The content SVN makes for an excellent testing ground to figure out the finer details of say turning environment development into something a bit more flexible as to having more than one person working on the project.
