I suggest to turn on the ability to jump high and fly only when player got a feathers on spawn.
The feathers on the uniform of the player will mean improved aerodynamic properties and a willingness to fly over our heads.

If you want to have a free counterstrike you could find 1.6 at some shady websites.

The biggest reason for the low popularity. My opinion is consistent with the fact: DrunkNoobs is the most popular server (thanks to non-crazy dynamic).

I know right, in a game with the rating of CS:GO this totally does not work.

Not practiced in CS 1.6. However,if UT aims to be modern game (like CS:GO), then should to be modern in everything: design, mechanics.

UrT is not trying to be like CS:GO and why would it? CS:GO already exists, you can go and play it. Urban Terror is trying to be an arena shooter (like Quake 3) with some realistic elements (stamina and bleeding and such).
I seriously don't know what you expect... If you want to play a game that is like CS:GO, you should probably look elsewhere. Or just play CS:GO. I seriously doubt the direction of UrT(HD) will change just because you want to play a more realistic game.

Besides: I'm pretty sure UrT would have even less of a playerbase if it was a half-assed CS:GO clone. After all, why would anyone want to play a copy, when you can just play the original?
