On my opinion there is should be penalty in movement speed ("walking") and dramatically decrease accuracy. Otherwise, reality will impose penalties to UrT - compare the rating of UrT with CS.

Saturday, noon: game servers are filled with a bots, peoples on just two servers.
In CS you can play with peoples 24h/24.
It is important to understand the causes of the phenomenon.

Yes, it's important to understand such a thing, but there are a myriad of reasons much more likely to be causing this than game design and mechanics as you suggest. To be completely frank, your proposition of that being the reason seems to not hold water in any way at all, as I can provide you with counter-examples.

Weapon slots has nothing to do with design.
