No.


To answer it in detail:

default (means depending on your setting for "always walk", either walking or running)
depends on your seed. assume you stand still your 1st shot will have an accuracy of 1, as it just is in UrT.
And no. seed does definitely NOT need ANY form of penalty to it. Speed and surprise/fast action are a key element of UrT. Penalizing the usage of the major movement element of the game is just totally against it.

Well the penalty is stamina loss, and if you run out of it you will be a sitting duck for a bit.

Never seen sprinters at the finish line? Ask them to run and shoot, see on speed and accuracy.

In this case it should be recognized that the game is in conflict with reality. You overcome a considerable distance in a short time, retain the ability to move and shoot and pay nothing for that. Life totally against the game.

Yes we/you are. Specifically you were asking what the speed after finishing a sprint would be. and i told you that it would be your default speed, thus either "running" or "walking" speed, depending on your settings. Granted you could also be faster (and probably will) considering slides do actually exist.
