So here you go, I'm working on a map for the new Unreal Tournament, in the Unreal Engine, a map inspired my Jurassic Park.
When the map is done, I want to give it to Urban Terror. I don't think conversion will be too hard, as they are both Unreal projects, but I'd like a little information from the devs about this.
I'll also make this a thread of the map itself: if you have any creative ideas for the map, let me know, now's the time to work them out, as I'm still in the early blockout stages.

Well, I'm not sure what exactly your intent is, but if you want the map to be included as official map in the game, you would have to make sure at least a few things:

In any case, it can always make it's way into the game as a custom 3rd party map, and it's nice to see you working on a map for UT/urt and your enthusiasm for sharing it. :)
If you want the map to play well in urt, I'd suggest you take the blocked out level into radiant and test the gameplay in urt 4.x. Test the scale, distances, jumps and game modes, so you can be sure the map will work nicely once the new urt on UE4 is released.
- You need to have permission / proper licensing for all the assets you used in your map, to use and distribute them as part of your map in a UE4 project.
- You need to be capable and willing to transfer or grant said permissions to FrozenSand, so the company can use, distribute and modify the assets and map. (potentially even for commercial use)

I'm talking about actually giving the rights to FrozenSand, but more about creating a third party map.
I think you guys can use some solid maps as the game goes live, to use in videos, etc.
Anyway, it will take a while before the map is done, but I'll keep you posted.

In general FS is not really interested in "owning" stuff as we are in finding ways and means of serving the needs and desires of the community to contribute to the game in a safe and controllable manner.
One top of the list is continued support for 3rd party maps and a reliable means of distribution that would make it easier for the client to find and download when required as a form of DLC but to be part of, and as stated, anything given to the game actual as a donation FS has to have exclusive rights to avoided the same licensing problems with 4.X.
As for conversion there is none as what works for Unreal Tournament should work with Urban Terror with the exception of custom map entities.
