As an admin on their forums has told you, they apparently banned your IP range. http://www.urtctf.co...fff0ab6c73e5153
While that is technically bad practice, there is nothing we (as in the official forums, devs and admins) can do about this. You should try asking back on their forums, maybe their admins can resolve this. It is quite possibly they will just lift the range ban. Usually those are done as an extreme measure to temporarily get rid of someone quickly changing their IP to evade bans.

It's a terrible server. Lots of high pingers, and now that having a high ping is an advantage, they use it. People with high pings should find a server in their own damn country and I can't wait until Trump bans foreigners from the internet.

Why would you want to go on that server? Their nade policy is beyond stupid.
