If you haven't got your own hosting, set your sv_dlURL to "urbanterror.net". In the .cfg that is:
sets sv_dlURL "urbanterror.net"
The downloads will automatically be spread over multiple mirrors. It will have close to all 4.0 maps, including current betas. No maps that were 'redone' without permission from the original mapper though (streets/village etc.).
Edit: I changed the beta-map policy. Beta maps are allowed as long as their bsp and pk3 name obiously states that it's a beta, with a number. For example: ut4_mymap_beta2.pk3. That way, it won't break autodownloads and be obvious to people/admins when they need to get new versions. Don't release different versions of the pk3 with the same name.
For 4.1, this will also be the default sv_dlURL (instead of being empty). This way we for the 4.1 ioUrbanTerror, we will have autodl enabled on the client by default and on the server too and ioUrbanTerror will be included with the Urban Terror download. Hunkmegs will be forced to minimum of 256, win_fastmodechange enabled by default, in_mouse defaulting to -1... Should be good ease-of-install and for 3rd party map popularity I hope.

here's a quick one-liner for the linux admins to get all the maps from there:
wget -q -O - http://urbanterror.net/q3ut4/ | sed s/>/>n/g | grep href | grep pk3 | cut -f 2 -d" > maps-dl.txt ; for M in `cat maps-dl.txt`; do wget urbanterror.net/q3ut4/$M ; done

As a word of caution for the unaware linux admin: do not feel tempted to put this one-liner into a regular job handler (e.g. cron), because it will screw up those maps that newer versions of will be released with the same pk3 name.
(You could try "-N" but under all circumstances: watch out for the final script not to accidentally cause unnecessary and redundant traffic load on the interim networks - think e.g. in-game lag spikes). You've been warned.
