This all seems to work fine, except I still don't have a .surface file, I'm really outta practice
[edit]: I've put the bsp-w32 in the q3ut4 folder, opened command, bsp-w32.exe -se ut4_map.bsp ut4_map.surface

I think the bsp.exe you got is made for quake .wad files, the one you are looking for should be able to read .bsp files.
