Yes, in fact I did... and the W.O.P.R. played itself, round after round, filling the board to a draw, starting over, and playing again.
There was no 3 tile limit sir. With a 3 tile limit, there is no possibility of a winner, ever. You don't have enough tiles to provoke your opponent into a loss.
The game itself is such a simple game that the outcome is known by the second placement when being played by people with any level of intellect. The game is won by X (first player) or a draw by the specific placement of the first O (second player's first choice). The first player should always place an X in a corner. If the second player places an O in any box EXCEPT for the opposite corner, he loses. If the second player places an O in the opposite corner from the first X, it will be a tie. We can play it out if you like, both scenarios... but it would be pointless.

Well, kids version of TicTacToe here in Sweden with movable markers does and are you joining woekey in thwarting my attempt to fool DJ Schuby help me create the longest thread evah? You're such a spoilsports
