Is it possible to make a sky box from a set of photos from surounding area? If possible, how? If not possible, what would you recommend?

Yes, but terragen is easier. http://cgtextures.com has a nice selection of skybox pics that can be used.

What you do is tile it like a cube map and work out the seams, then break it up in seperate images ;)

What is the color depth for skybox?  16bit or 8?  I know I can blame my monitor for not dithering it properly, but I don't see color banding with 24bit coloring.  Is it possible for ioq3 to support 24bit?

what? Quake 3 supported 24bit colours on all its textures out of the box.

Hmm...with the animated skyboxes I see in q3, there's always been color banding for me, even before I used an LCD and had nice CRTs.  The skyboxes in UrT haven't really popped out for me and don't look very detailed, so I'm guessing they're low color as well if the engine supports higher than 16.
