I'm going to assume you are a Mac user, thus the seta in_disablemacosxmouseaccel command. Otherwise I think it's cl_mouseaccel for Windows, but I'm not sure. Mine is set to "0" and my accel is still off so...
As far as settings go, I would definitely suggest turning accel off (seta in_disablemacosxmouseaccel "1"). It's a lot easier to develop muscle memory for aiming if the mouse goes to the same place with the same movements. Some people, however, prefer to be able to snap the view around with the mouse. I still prefer the first method though.
In regard to sensitivity, no one can tell you what the right settings are. Lower sensitivities help with aiming, as the mouse isn't going to be flying all over the place, but if you can get it higher, it allows you to snap your aim to new targets or survey your surroundings much better. Finding the right value is really a matter of preference. Play around with it till you find something that you like.
