Everything goes into ~/.q3a/q3ut4/, that includes log files (qconsole) and condumps.

You say you understand, but your question doesn't gives me that impression at all:

You can actually just type
cd ~/.q3a/q3ut4

~ is an Unix shortcut for /home/YOURCURRENTUSERNAME

Short version for 'normal people':
Yes, it always stay there and no you cannot change it. Just make a desktop shortcut to ~/.q3a/q3ut4/ for quick access.

Long version for 'nerds':
All files produced and downloaded by the game will always end up in ~/.q3a/q3ut4/ due to the nature the application was designed. Doing so to follow the Unix applications design when dealing with user-land applications to support multiple users and allow each user to have their own profiles.
However, there is a cvar in the game (\fs_homepath) that allow you to point this to other locations in your filesystem hierarchy. But be warned that you have to make sure the user account (uid or gid) which you use to run the application/game has the proper file permission (and attributes) to create or modify files in the new path you give up. DO THIS AT YOUR OWN RISK!
