Just install it. I use it on windows 7 without any kind of special programs or any issues that are caused by the OS, except that using favorites crashes the game, but I'm not entirely sure thats the a problem with the OS just the install.
If you have a 64-bit Win 7 computer, DO NOT install UrT to the Program Files (x86), Install it to the Program Files - The path should be C:\Program Files\Urban Terror - If you don't know how to find out if its a 64-bit you do this:
1. Click start (the windows button in the left bottom corner)
2. Right Click COMPUTER
3. Select properties
A screen will pop up, it will have all the specs of your computer. Find System Type - It will either say 32-bit Operating System or it will say 64-bit Operating System.
Just going to the C:\ drive should tell you as well, because 32-bits do not have Program Files (x86).
Just download the installer, if you haven't already, run it and install it to C:\Program Files\Urban Terror and the game will run perfectly fine.

Why? I've got 64bit Win7 and installed it normally into the x86 Program Files, since urt is a 32bit program. And it works normally as it should. Only thing is I have to start it as admin to make any changes to the game. But when your're done with settings, you can start it normally (it won't remember your last weapon loadout though).

Yeah, win7 has its downsides. My documents or running it as admin, both works the same way I guess.
Don't understand the need to set it to run as admin, I am an admin dammit why do I need to set it to run as me? :S FU Windows. I completely disabled UAC second day I had the computer as well xD
Sorry, Caps-Lock broke there for a minute.
