Hi, Im having weird performance issues.
cpu: amd phenom ii x4 965
gpu: nvidia gtx 275
ram: 4gb ddr3 1600mhz
mainboard: ga-890fxa-ud7
All drivers installed. I was using Windows7 64bit and though its because of Windows7. Decided to install Windows Xp 32bit to see if its changes anything, but nothing changed. I can play Skyrim with high fps but cant play Urban Terror. Fps is dropping to 125-40 and hard to play with unstable fps. Waiting for your ideas on this. Ty.

post your q3config.cfg file here, its located in your urban terror installation directory inside q3ut4 folder.
also do you have any third party / custom maps installed? have you played on servers where you've had to download new maps?
if so try deleting all third party ones, there seems to be a link between the number of maps and fps performance.

No config settings (of a "vanilla" 4.1.1 UrbanTerror build) should tax a GTX275 on a Phenom II X4-965 in a such a way to drop the FPS down to 40 (unless a extremely high level of anti-aliasing based on super-sampling is involved, but that's not something you set in a config as this is driver based).
I do know that on my X2 that Urban Terror originally ran pretty poorly on Windows XP, while other more "modern games" ran fine(games that could use both/all cores). Symptoms i noticed in particularly were 'lag spikes' (white peaks in lagometer) and FPS drops.
This problem frustrated me to no end with no one knowing anything about this performance problem; Setting CPU affinity did not helped solve the problem at all. But the problem was resolved after i installed the AMD dual-core CPU driver (might be something related to how the processor scheduling/timings was done). I can't say or this would help (or exists) for the X4's too, as the moment of writing i cannot access any of the AMD.com websites to look it up.

Does this happen on all servers, or only on this big servers with 64 players on it?

In that case, make a new application profile for ioUrbanTerror.exe. So that the changes will come to effect whenever the program is started.
