That is the right of that admin to ban you from their server.

1) There are ways to add bans using the UrT website. - I don't see any commands in the servers right now to issue auth bans but I'm sure they will be added. B3 will also be able to trigger bans based on auth account.
2) auth_status seems to be a text representation of whether or not the auth system is currently enabled and loaded on the server eg, 'On' or 'Off'
3) From default server.cfg "auth_cheaters "1" //set this to 1 to block the officially banned cheaters from your server. -- in the future"
