Colored names are only possible in modded servers.
If you find a way to mod the server binary (or the QVMs), i actually don't exactly know how this works, then you can enable colored names.
Maybe there is also a python script for B3 (BigBrotherBot), just google it.
When this feature is enabled server side, players can color their names by simply adding those color codes (^7, ^5, etc) to their name CVAR.
If you are trying to mod your server, you should know, that FrozenSand doesn't like that, however they seem to tolerate it if you found out how to do it.

Yep, my bad sorry... anyway I'm afraid you won't find any help here; this has already been asked and as exitus said, FS team do not like those kind of modification... you may want to have a look at this thread
I think you can try to ask on 1up clan's forum, their servers feature colored nicknames too.
