Not really ... You can if you download Mitsu's build (or similar) and play on a server supporting VoIP (only few do, if any). But then you would only be able to talk with others running Mitsu's build.
It's way easier and more used to use a third-party VoIP program, such as Mumble, TeamSpeak3 or Ventrillo
