Hello!
I post here because i always have drop fps since 4.1.1 when i play with teamspeak (i need teamspeak for play with my teams and other mates...), i have drop fps 84 to 30 and i already did all settings for increase stability of FPS (640*4.. , 16 bits colours, disabled radio and blood...), and i disabled all plugins in teamspeak (no overlay so..), and when i play in 4.1 with ts3 opened, i drop but less than the 4.2.008.. and my drivers are up to date, below my config:

4.2.008 Drop fps with ts3

When I played urt on my 2.6ghz single core Pentium 4, which it looks like your computer is worse than that (?), ts3 also lagged my urt. If you look in task manager you will see that ts3 is taking a lot of cpu, like 15, 20 percent. Mumble doesn't, and neither did ts2.
Sounds like things are working properly, and the only solution is a new computer.

You can try my client build, then set sysPriority to 7. This will give Urban Terror client highest possible priority level for normal programs, taking all the CPU if needed... may cause TS3 to start lagging, but UrT will run as fast as possible.

I downloadED your rebuild then i repacked it to my folder urban terror 4.2 then i clicked on ioq3-x86-r00t-v0.32.exe and it say:

So if i click on yes or no it will be opened and will close immediatly ...

I tested yesterday again to open the build of r00t but it show same error in my screenshot so i click yes it open and close immediatly and if i click on "no" my computer restart ...

You really have to bear in mind that the sempron 2800+ was a budget processor when it was brought out, 8 years ago.
Although the requirements have not really changed that much for the game since then, the requirements and processing power used by other programs has massively increased. This in turn means that there are less resources available which will affect the performance of urban terror.
Looking at the recommended requirements for TS3, it suggests 800mhz, which is 1/2 of your total processing power (compared to 166mhz for TS2).
It is looking like a hardware upgrade may be in order to get you up and running without having low fps or, as bludshot mentioned, switch to a different voice service such as TS2 or Mumble.

I overclocked my CPU 1.6 GHZ until 2.1 GHZ and oevbrclocked my graphic card and now i have solid 91 fps with ts3 in all map but drop fps in ramelle and riyadh but no drop in common map like turnpik,e csa sanc ..
SO my problem is fixed^^
