There's nothing called "superadmin" in Urban Terror.
What you're talking about is bigbrotherbot, and that support doesn't belong to here, as they got their own forum: http://forum.bigbrotherbot.net

Though I can answer your question for you. With putty you only got access to rcon commands and not other commands. You can do b3 commands with rcon in the console, so therefore you can't do it in putty either.
You'll need their webservice, Echelon, or be online on the server to give lvl.

about b3:
I guess if you have access to the b3 database through PuTTY you could still edit the 'clients' table to set yourself superadmin (if you know your guid and the corresponding group_bits for superadmin, in this case 128)?

Also you may want to have a look the B3 FAQ if you haven't read it already.

If you don't know how to edit databases just forget what i said and do what Quick suggests.
