4.2/4.3 Maps Missing Texture Issue Revisited

No. Your client needs the textures to load them, and the server needs to have the package so that it is allowed in sv_pure. This feature originally was designed so that you couldnt just load any assets there werent "checked" by the server admin (as they need the same package).

FYI I tested several of my map picks w/ known texture problems - and these worked ok after the .pk3.
I only had one map that didn't work - may be a name collision thing? Not sure if I want to spend the time to investigate:
If anyone would like to experiment, I'll keep my "unlisted" test server for about a week w/ lots of maps loaded. You can issue !map !maps !setnextmap commands w/o admin on this server.
Examples:
Running TDM but you can change gametype like this:

Good question that goes to the complexity of a game like Urban Terror that on the surface seems so simple as to design.
From my perspective missing textures begun when the original plan going into the 4.2 release was that 4.2 would be the last version of UrT as a released update so FS offered the mapping community the opportunity to included their maps as part of the official distribution. This was when we were still in the mod of licensing the idtech3 engine and modified it into the fstech1 design.
Along the way UrT/idtech3 got rebooted so to speak as to the sudden jump in the number of developers that joined the team at the time so a lot of work was done before moving towards a 4.3 release.
A long the way it was discovered that a lot of the maps were using unlicensed textures that had to be replaced, or removed, due to copyright infringement and a lot of maps were cross map sharing of common textures from other maps provided with in the asset package, contrary to our recommendation not to do so, as well maps getting low or nonexistent ranking were removed in favor of a smaller download package.
Just a case of something that at first seems simple becoming becoming a lot more complex as to cause and effect. ;)
As to a member of the community fixing the problem and including it in the official build really depends as to legality considerations as to rights of ownership of “IP†which in the past few years has become a major consideration as to Indy games development so the only advice I could give at this time is do the work to make it work and then submit for consideration.

Don't included licensed commercial textures with out fair use rights as to the very reasons they were removed in the first place. Do not reference textures used in other maps as there is no guarantee that they will always be there in the future.
Last.
I'm assuming that contribution to UrT/idtech3 requires a signed contributors agreement for the idtech3 version of the game.
P.S. FS is always interested in community involvement in this game we all love to play but like it or not there will always be paperwork :D

Community maps should include all of their textures in their pk3's. Someone could put a texture pack together but they would have to have permission to distribute those textures in that way which most texture sites do not allow. The other solution is to repackage the map with the missing or with new textures with the original author's permission.
