Game has a constant jtter I can't fix

Hey all, so I recently just downloaded UrT again and I'm back to the first of the 4.2 days where I'm experiencing jitter as I'm playing. I've messed around with rate, maxpackets, core affinity, etc. What am I missing?

Specs:
Core i7-8700k
Asus z-370 mobo
Asus 1060 6gb
Corsair vengeance DDR4 3200
Seagate Firecuda 7200 HDD
Windows 10

I run all my games from the HDD and haven't experienced any problems, only with UrT. Any suggestions?

Is it more resistive jitters? (moving mouse but it doesn't move as much and feels like it's resisting)

perhaps make a demo w/ a screen capture so we can see what ur video card sees?
