You really haven't given much info. I can tell you that some maps cause my computer to crash because Intel graphics chips suck. Anyway, does it happen for each map you try? How far along do you get before it freezes? Does it freeze on the loading screen or in game? What's your systems specs?

Ok this might sound stupid but it is 0 because it will not go to 2. Everytime i press dedicated 2 or set dedicated 2 and others. It shutsdown the game and goes to the console. It says cl shutdown- re shutdown. Then if i go back to ut it still is 0. And if i type exec server it says starting up and goes no further.

I mean from the menu, not from the console It should say "No", "Lan" or "Internet".
Also, try disabling Battleye, if linux: go to your homedir, in the .q3a/q3ut4 should be a q3config.cfg, add a line: seta sv_battleye "0"
if windows, find the q3config.cfg inside your q3ut4 dir.

Hm, tested it right now, it seems starting a dedicated from the GUI doesn't work with latest compile :S Are you using that one? Or the original one?
If you want a dedicated, create a shortcut to ioUrbanTerror.exe and add +set dedicated 2 to the target field in the properties of the shortcut.
