You can use "wait X" to wait for X ticks (read frames). The issue is that your game is then literally waiting for X ticks, meaning you cant do any other input (except for looking around).
So waiting for a few ticks is fine, but waiting for the entire voiceline to finish is probably too long. -

That should and does work. Make sure you have setcg_autoradioto 1 (also enables "grenade" callouts) or 2, otherwise you wont hear it. -
