Is there a bit or a way to allow voting for the map but not for kicking people? I have a big problem with clans getting on MY server and kicking off anyone who joins.

AFAIK there is no way to allow map voting without kick voting. If they keep it up add them to your PB ban list. Clean, simple, and you don't have to listen to them whine.
