What? Can't you just run Urban Terror and charge people for using the computers and not UrT? What engine?
URBAN TERROR IS NOT COD6
AKGRIZZLY: UrT devs slaved over boiling PCs in a crawl space full of rabid monkeys with no food, for no pay all so we could rawk peeps with l337 remington skills
M0usep0d: I got stuck with the slow, heavy, weak, balding model.
ObScUrE: We should start now all to play COD and suggest Sr8, curbstomps, walljumps, jumpmaps...

"in any other manner and through any medium whatsoever commercially exploit the Software"
Internet cafe's computers often provide software pre-installed (such as Firefox, which is also opensource) for their customers using it for internet access. Can't really say it's an exploitation of the software, the service or product being exploited is computer with internet access service.
Plus, people still can use the terminals/workstations with internet access to download UrbanTerror on their own or play it from their own USB flash drives.
It might be different if you were running an Arcade or entertainment hall and charges people for only allowed to use it to play UrbanTerror on. No sure about how that works out since that's an example of commercial exploitation of the software (UrbanTerror) and not internet access.
But thats just my 2ct
