hm maybe gets those tools like 'speedfun' [and those about showing gpu and cpu info] etc. and see if there's something wrong on cpu and gpu.

Is that core speed always at 1200Mhz or does it go up (to 2GHz) when there's heavy load?

Re.
I totally reinstalled my hard drive, with Vista Ultimate (32 bits, was afraid of 64-bit compatibility issues). I only installed the graphic driver, Urban Terror, launched the game with a test demo and... fkn FPS drops again !
So it can be only hardware, isn't it ?

ye when you had said you changed OS it sounded like low level; hardware.
though, sometimes, it's a combination; e.g. the gaps/fps drops due to lack of pre-caching issue originates on hardware [and only occurs in certain systems] but at the same time it can be prevented by software. [ i was seeing it in all OSes, from windows to linux].

Yeah, but I don't think its the pre-caching issue, since it appeared suddenly and FPS drops occur during all the game (even after those files should have been loaded). And your rebuild didn't change anything either, whereas its supposed to fix this known problem.
So, what can I do ? Is there some tools that can diagnose my CPU / GPU / ... in details?

Yeah I know, you had said that, it was an example.

seriously-best tweak in the world. i have the worst fps so this is totally worth it. although you have to do this every time, it literally doubled my fps. on windows, go to task manager when urban terror is open, right click Urban Terror and "click go to process" (or just go to processes and find ioUrbanTerror)
right click the process and go down to set priority>realtime. it will give you a warning but so long as you dont run much else along with UrT it won't cause any problems-it didn't for me.
