UrT has lots of settings locked for the sake of equalty, I don't see how having brighter skins for the opposing team would make things more equal. It would just destroy several tactics (there are spots where you can hide with blue team's skin or red team's skin. If they change the skin, you're screwed up) and make gameplay unbalanced again.
Besides, with the newest revision of the engine being compatible with more advanced shaders, anyone could just write a shader for the player skins which would make it glow or even effectively making it a wh (seen it on other games lots of years ago).
So it's a big no-no unless it's referred to your 1st person gun model.

seriously there is only one good point for bright/forced skins:
i saw interesting topic at quake live forums there was a guy who didnt see colors so he forced models and made them bright so he could see them easily
but i dont think anyone color blinded plays urban terror
