There is an answer to all your problems:

But then, I am sorry for being such a naughty boy and telling a noob off. Sorry.

Here is a start

well, i did get a 'basic' ut server.cfg, and have been getting it down, but still have a few probs

1. my ping on my server for q3 is 9, but when i play UT, it's 50 :(
i don't understand since i get at most 20 at other UT servers in dallas, am i missing a cvar somewhere?

2. is there a 'used by most' punkbuster config out there?

3. some ppl can't connect to my server, says they timeout before they're skins even finish loading(although i think the answer to ques. 1 will resolve this too)

would it be easier if i posted my config here?

thanx,
molester

p.s.-i've RTFM, that's why im asking questions now, lol

printer drivers are bad for network latency. on windows they somehow interfere with networking. /me suggests deinstalling them completely and trying without.

if you dont have a printer, then check your firewall/router if present. it might be that traffic is slowed down/cut off by a bad device. i had that with my el cheapo netgear router.

Hobo is messing around.

THe cvar you wanna change:

sv_timeout for people to stop timing out. (set it higher)

About the ping: thats a weird urt-bug. I ping 14 to a server closeby, but Urt says I have 48. Dunno why.

Ping time in the game includes the time the server takes to process the information you send it. If you just ping the server, you're hitting it with ~68 byte ICMP packet that the protocol stack kicks back immediately. The two are different. Game ping time will vary greatly based on system load, where the ICMP ping time will waver only slightly.

Think of ICMP ping as network latency, and in game ping as game latency. Game latency will never be less than network latency, and it's usually more by around 20 - 30 ms.

illogical, yes, but everyone that joins my dallas server has a higher ping than on any other dallas server, even servers at the same place as mine

Illo, there truly is a bug in Urt that displays ping wrong. It says I ping 20 to servers that ping around 20 according to ASE and it says I ping 48 to a server I ping 14 to according to ASE. It only happens at servers where you have extremely low ping.

The ping in the cg_drawfps shows it correct (14), but the scoreboard shows it very wrong. (48).
