You probably tried to paste your old config to your new computer, probably running a different operating system.
Try to :
1. Download again the game from official links (a 4.1.1 version is out for few months if you didn't notice) ;
2. Make a fresh & careful install ;
3. Make sure you have admin rights on the installation folder.
After that, start the game you've just installed. If it's running, then you're good, and you just have to copy your old autoexec.cfg to the new q3ut4 folder. Be careful if you're using a different screen resolution, the game may not start but you'll get a different error message (like 'couldn't load opengl subsystem...').

Not at all sir, Its a fresh install. as I didnt get to salvage anything from the last computer. I tried the .exe installer and I have the zip file downloaded. I have moved the file several times to see if it changed anything. The operating system is Win7.

exec as administrator might help..
Or you might use the exe you can find at the link, wich will create a gamefiles folder in %appdata so your game can access it.

I am going to assume it has to do with the "missing glide installation". But I have no Idea.
