I noticed a problem one day ago.
When i turned vertycal sync = yes , the mouse started to have a huge delay when moving!
I tested on 4.1 and it's okay , but here has this problem :<

Input lag with V-sync is caused by frames being rendered before the GPU is ready to process them. Basically, your computer can get a higher framerate than 60fps, but V-sync locks your framerate to that. What your computer does is continues to render frames even if it can't use them, and the result is that you don't see the results of your input until several frames later.
The fix is to tell your card not to pre-render frames. This is done in your video driver's control panel. Nvidia calls the option "Maximum pre-rendered frames" while AMD calls the option "Flip Queue." Set the option to the lowest allowed other than "let the application decide" and you won't have input lag anymore.
