Notoriety only states the amount of time you've spent in game on auth servers afaik. It has nothing to do with levels on WoW or CoD.

If servers are configured in a way that only someone that has played x hours (ergo they require a minimum notoriety level) can get into them, those servers could be safer. Most cheaters would be discouraged if they had to play for hours before being able to annoy other people.
Of course, this means that servers without this requirement could potentially be filled with cheaters, thus making the entry of new players an arduous task. And yes, the whole system could be easily exploitable (like a badly configured server with auth that doesn't kick AFK people and isn't moderated at all, someone could let his/her UrT client connected there until the amount of hours exceeds the requirement), but it still would require some effort (a bit like TF2, there were some bonuses only unveiled when you played on a server for x hours straight. Most people left the game open a couple of day on a "sleeper" server and so they got the bonus).
It is still an entry barrier, and better than nothing.
