I'm pretty sure the US requirement came about because there are many South American players and also Canadian. The middle ground is the US.
There are players from all over the world and everyone is fine with this so long as their ping isn't insane. Many argue anything over 200ms is insane, but over 250ms? It's a recipe for warping, disconnects and exceptionally absurd hits.

UrbanZone has taken that into account with there own comps.
EU based Servers (Americas Welcome)
Where possible they set "AP / State" Leagues if enough clans of that area join.
Personally speaking, leagues should do their best to be "International" in nature. After all UrT is International :D

OK, we join the season, I just hope that opponents will be permissive about ping...

I mostly concur, but it is possible to have under 100ms ping across the board, so long as you stay on the same side of the pond. I have a server where most South Americans and North Americans ping under 115ms to, all the way from Brazil to Seattle, and there's plenty of teams to support an 'American' (not USA, but The Americas, north and south) league. Many Europeans ping under 115ms to my server also, which they should/are also welcome, but we do not want a team from turkey pinging 300+ ms to our servers, or making us ping 300+ ms to their servers. It's just a way to control the mean ping of the players, to keep it sane for all.
EDIT PS: Long story short, USA is lowest mean ping for UrT players in the western world.
Double edit: South Americans are huge in numbers now, and growing daily.....
