Hello!
I post here because i always have drop fps since 4.1.1 when i play with teamspeak (i need teamspeak for play with my teams and other mates...), i have drop fps 84 to 30 and i already did all settings for increase stability of FPS (640*4.. , 16 bits colours, disabled radio and blood...), and i disabled all plugins in teamspeak (no overlay so..), and when i play in 4.1 with ts3 opened, i drop but less than the 4.2.008.. and my drivers are up to date, below my config:

Drop FPS when TS3 is open

With an AMD Sempron at 1.6 Ghz you can't expect to run TS3 and Urban Terror at the same time smoothly.
I had an 2.2 ghz Athlon 1600-LE and it behaved the same, almost 125 fps all the time and with ts3 drops to 30.
You should upgrade your rig, with a dualcore about ~3.2 ghz you should be able to run UrT and Ts3 with full settings fine.
edit: if you've got enabled echo reduction in ts3, disabling that brings alot of performance back ^^

I overclocked my CPU 1.6 GHZ until 2.1 GHZ and oevbrclocked my graphic card and now i have solid 91 fps with ts3 in all map but drop fps in ramelle and riyadh but no drop in common map like turnpik,e csa sanc ..

slow computer is slow be careful overclocking those older Athlon's they have a habit of up and quitting without warning
