I think Squaddie has got you confused.
The bot navigation file (<mapname>.aas) is created by BSPC.exe that resides in your Quake III Arena/Radiant (or Radiant-1.4) depending on your set-up.
What I can suggest is that you download Q3Map2Build. http://www.ut.map-de...load.php?view.7
with it get this: http://www.ut.map-de...load.php?view.8 to update the definition file for the latest Q3Map2 (the map compiler).
As for using Q3Map2Build? I suggest that you read this.

If you're using Q3Map2 to compile your maps, and it is -meta for the BSP phase (which is normally the case and ought to be), then make sure that the -forcesidesvisible is checked for the BSPC phase, otherwise the bots go dumb.
