I saw the other topic about this but I didn't see any clear way to fix it.
After the update when I open UrT it shows the frozen sand logo but then when it goes to the main menu it completely freezes.

Does using the client (Quake3-UrT) from .012 help? It might be a gamecode-related issue, but the new client appears to behave a bit funny, shall we say.
