I'm pretty sure this is only on Windows, because I've never experienced this issue on Linux. When I'm downloading a map, the map download display (speed, ETA, etc) doesn't continuously update; it refreshes every second or so, whereas on Linux, the display is continuously updating.

Can you time this as to being a download problem or is it a refresh issue?
What version of Windows?

It's not a download problem; the maps download just fine. On Linux, the information (amount of data downloaded, current speed, etc) is refreshed in fractions of a second, whereas on Windows the refresh time for this information is about one second.
I'm running on Windows 8.

this seems like an issue related to windows 8 - on windows 7 is continuously updates (updates to fast for my liking - I would rather see and average speed rahter than a constant flickering number thats hard to read :P )
perhaps something changed in windows 8 that delays these "refresh periods"

The refresh rate is slow also on Windows 7 but this doesn't affect download speed so it's a very low priority bug
