The following is kinda theoretical since you can’t actually play ut_forrest in CTF. My initial claim was based on checking the BSP for flags (entities are stored as plain text, easily searched and counted) and the map indeed does have one red and one blue flag, however these do not show up in the game. Looking at decompiled map it’s clear why: the entities are placed too deep in the ground. (Besides, the blue flag is in a pretty nasty place.)
Of course, if you want to play CTF without flags, go ahead, I hear there are quite a few popular servers where removing the flags wouldn’t change a thing:-P
I think Driller may have confused this map with something else; although you can download ut4_forrest from a few places that’s not even a repack, let alone recompile, it’s just the exact same PK3 with a single character added to the name. The checksum is identical.
If you want to run it on a local server, enter g_gametype 7; map ut_forrest in the console.
If you want to run it on your dedicated server, set gamemode to CTF (/rcon g_gametype 7) and load the map (/rcon map ut_forrest).
If you want to vote it on a CTF server you don’t run, open the votes menu, select Dark Forrest in either Map or Next Map tab, and press OK. The map may not show up depending on… things… and you may have to vote it in the old-fashioned way: type /callvote map ut_forrest or /callvote nextmap ut_forrest in the console.
