Every time I try to connect I get this message, Server uses protocall version 68,..what does that mean and how do I get in?

That’s something that really, really shouldn’t happen unless you’re running UrT as a mod on a very old Quake 3 (or a fresh OpenArena) installation… protocol 68 is what both 4.1 and 4.2 are using anyway.
I assume you’ve tried different servers, not just one? Can you play any other online shooters? A really bad UDP connection can disfigure the packets to the extent that the server doesn’t even recognize what’s coming from your side as anything valid.
That’s all I can think of right now, Google isn’t terribly helpful either.

It's likely that you are playing using engine of the version 4.2.001 which is the only engine that used the protocol 70 instead of 68. I strongly recommend you to update to the latest version of the game and engine which is currently 4.2.017.

Then update to 4.2.018 and don't skip the engine update.
