this below is an experimental approach, or a small test to get to know whether the binding actually works correct.
to make sure the game acutally `knows` the key is bound you could do
/bind <key> //without anything. this will show you what the key is currently bound to.
//example testing cfg;
clear; // to get rid of all the other stuff...;
echo "binding key1 to echo key1";
bind 1 "ut_echo key1;echo key1;";
bind 1;
echo "binding 0x31 to key0x31";
bind 0x31 "ut_echo key0x031;echo key0x31;";
bind 0x31;
condump bindtest.txt
//you might want to remove the `clear` so that all;
//output (since gamestart) is dumped into the ;
//file;
this will give you a file in your q3ut4 dir (or maybe your homepath, or some appdata path..., but should be the same location as your q3config)
it will include the output of console (saves you the typing)
after that you could try joining server (or just do a devmap) and press 1....

just to make the the history of this problem clear:
did your number keys work BEFORE you modified your cfg for the first time? (if so thats really strange, if there havent been other changes to your sytem(like updates,...)
